Appeals Court Makes Ruling

The Ninth Court of Appeals in Beaumont has ruled in favor of a man pleaded guilty to

criminally negligent homicide. The plea agreement allowed Randy Blanchard to appeal

He was placed on 10 years probation in February of 2015 for the March 2012 death of

Francisco Chavez. Chavez died after his motorcycle was struck by a pickup being driven

by Blanchard in Port Arthur. The appeals court ruled that a warrant was not obtained to

draw blood from Blanchard following the wreck.
